We don't.
I think I'm technically in charge of Riva, or maybe it was a joint venture between myself and Dia, and Kelne had some ideas but I don't know what if anything happened with those.
As tentative as 2gen is, we could hash something out if necessary, but I don't think any one person has all the answers; a lot of 2gen's history is intentionally stupid vague.

I had it in my mind that Dia was retired up to Riva during second gen, but that can be easily enough changed. It's not like it's canon.
