There are a few reasons why that is not so important, Nev.
Additionally, another point is that while one may have a lot of weapons, there is such a thing as "too many". First off, sheets are up to GM discretion anyway, so it doesn't matter if you do or not. Secondly, you act as if having five million special attacks will do something, when you can instead have a smaller number of attacks that do the same general job. Third is an issue of aesthetics here, in that things can become cluttered very quickly, design-wise, with all the different attacks. DBZ characters are an obvious example of such here--what is the point to numerous attacks that do the same thing? There isn't. Fifth, even SINGLE points are valuable in this system, as you can tell. A single point can equate to something becoming much better--an extra attribute level, for example, or maybe that extra rank of Jumping or Speed. Pigging out on an assload of different specials without a reason means you are only shortchanging yourself in other departments. Sixth, when it comes to anime styling, the other specials could also represent usable variants of existing attacks, if one so desires that. So it is not really worth it arguing about point costs.
If you still have issues, think about it this way, then: The 4/rank is to purchase the maximum level you can use, alongside one free attack. The 2-point extra is for specials at the same general power, and 1-point extra is for specials below that maximum.
