Could easily be worked into the Gaera Main setting as a wind/lightning elemental dragon. Look at

Like above, but the shapechanging needs special consideration. The only shapechanging ability dragons have is the ability to switch from dragon to human/elf form (one or the other, not both) and back again. Being able to shapechange to animal form, and multiple animals at that, would require wacky magical skill, and advanced skill at that.

As the above two. Note, the situation for dragons in Gaera varies widely depending on where the dragon lives. Dragons who run amok in Doma are going to find themselves under the royal lock and key, with the rest of the criminals, or in more severe cases executed. Dragons in and around Riva may have more leeway, but have to contend with dragon-hunting teams of dragoons--who are a lot less easy to predict, in terms of skill and movement and where in the heck they'll be, than the Doman guard.
