Curious how different this is from the Super Nintendo version.
Seems pretty well done so far, though!

Well, hey, there was a GBA version too. Also, how does one go about making this game happen?

Well, you need the original CD,
(or a backup image of the CD that you made and didn't find on bittorrent somewhere *cough*)

Then you run their patcher on the disk image.

Load it up in your favorite psx emulator (or burn it to a CD and use however you normally play those), and you're good to go!
