I think they're called Mosaic beads, or just plastic beads... I haven't been able to find anything like it on the English wiki, though they do have a picture file in the wikimedia commons

If you're planning on going to PAX East next year, I can bring a bunch of beads with me. They're cheap as hell over here and come in all kinds of colors.
