Not a damn thing. People will always have words for intense, antisocial sentiments, and for vulgar acts, and for dire insults. Criminalizing one word is only paying attention to the symptom, and not even to the problem that usually isn't a problem at all.

I could write a paragraph with no swear words on a blue piece of Lisa Frank brand paper with a pink gel pen and dot my i's with hearts and be all nice looking and preppy about it and still be writing gruesome descriptions of disembowelments and unconsented fornication. It's not the packaging that is the cruel thing--it's the intent. For a more real-world easily observable case, consider how a significant number of black people call their good friends their 'niggas.' This is the case of a swear word turned into something productive and even pleasant!

Linguistically speaking, swear words even serve a useful purpose. They help a speaker garner covert prestige within their social group; speaking in a formal setting has completely different rules from speaking casually, and this difference between covert and overt prestige is easily discernible. I can't recall a public figure who was spoken well of for his ways of being straightforward--that's not valued in 'high-culture' social situations as it is in casual settings. On the other hand, consider that beating around the bush and speaking in grandiose terms in a casual setting is the rough equivalent of swearing in a more formal setting--it is not likely to earn you any friends or allies. <p><span style="font-size:xx-small;">"It's in the air, in the headlines in the newspapers, in the blurry images on television.
